Instructions for Printing and Assembling

The RSI Student Manual is for your use.  It was put together with the field inspector in mind and is meant to be an ongoing resource to you in the field.  There is a lot of valuable and helpful information found in this manual.  Please take the time to become familiar with it.  It will help you for years to come.

Because there is so much information it became advisable to make it available in pieces.  When we tried to combine everything into one file, the file size was too big and it created problems with printing and reproducing.  We have assembled these instructions to help you in knowing what to print and how to assemble the manual.

The manual itself is made up of seven files.  You need all seven files in order to have a complete manual.  The manual has been put together to allow printing to double sided pages (some blank pages of been included to make double sided printing work).  This was done to help reduce the amount of paper needed.

Print all the files.  Use the Table of Contents as a guide.  The manual has been set up with different sections.  We find it is easier to use if tabs are inserted between the sections.  If you can label the tabs it works even better (ie. Tab one would be placed behind the Table of Contents and might be labeled “slides”, tab two would go between the slides and P1-Role and might be labeled “Inspector Role”, tab three between P1-Role and P2-SWPPP and labeled “SWPPP”, etc…)

The Appendix contains multiple documents.  We recommend that there is a tab separating the appendix from the rest of the document.  You may even want to include tabs between all the different documents and label them accordingly (ie. “Construction General Permit”, “NOI”, “NOT”, “Inspection Form”, and “ESO” – Expedited Settlement Offer).

We recommend that everything be kept in a 3-ring binder.  There are over 400 pages in this student manual.  You will probably want a binder that is at least 1-1/2”.  This will allow you to add and remove things over time – keeping the manual current.  There is a new Construction General Permit every five years.  Keep this section current.  If you find BMP details that you like or that might be standards in a given city you may want to add those to your BMP section.

Please bring your manual with you to the training class.  The manual is used heavily as part of the training.  We elected to have you print your own manual to help keep the cost of the class to a minimum – but that places a little more responsibility on your shoulders.

Common Plan of Development

NPDES/UPDES construction permits need to be taken out for developments >1 acre in size. But they also must be taken out for construction projects at sites that are smaller than 1 acre if the site is part of a larger common plan of development. In these cases it is not necessary to collect certain preliminary information as this information should already be available in the SWPPP submitted in the initial common plan of development. Some information that may have already been collected may include information on historical preservation and endangered species. There may be other items as well. The documents below reflect a simplified SWPPP template that may satisfy the requirements of some common plan of development sites.
